The 2001 Mazda Prot?g? air conditioning fuse can be found in the fuse box. The air conditioning fuse will be in the first column, third from the bottom.
It's due to your car not having freon go and get it charged. The cold air is from you driving!
The system is probably low on refrigerant so it is short cycling. A basic recharge should cure it.
On a 1998 Protege it's in-between the engine and the radiator (on top) directly behind the hood latch. the a\c clutch for the compressor is probably staying on when you turn the car off. It could be the ignition switch. or a bad relay.
