if its a 4 cyl. there is an oxygen sensor screwed into the exhaust pipe under the drivers seat area. there is also an air fuel ratio sensor screwed into the exhaust manifold. for that one just open the hood, its almost looking right at you.

There are two air fuel ratio sensors. One is located on the front exhaust manifold (facing the radiator & easy to get to) and the other is on the rear exhaust manifold (firewall side & difficult to get to).
You probably put an O2 sensor where you should have an Air ratio sensor, they are different they only look similar but they are different internally.

Yes P1135 is an Air Fuel Ratio sensor which in order to get the correct part you have to buy from the dealer and its about $230. I have the same issue with My Camry with has the same motor as your Rav 4. BUT I changed my air fuel ratio sensor and the light came right back on in about 60 miles with the same exact code so I don't know what to trouble shoot and try next....

The forward sensor is the af sensor t he rear one is the o2 sensor. Thar answer is for the calif. vehicles. Fed may be different but I dont think the 4 runner had two o2s like some of the sedans. fairly visable tho.
