Had this problem today on a 96 Rav. The fuse for the windows and locks is very very well hidden!

Remove the grey plastic panel under the steering wheel, this goes right across from the centre console to the side of the car, and has a small fuse box and bonnet release handle attached. I was confronted by a white plastic block conector to the very outside of this space, with a green housin on it as well. This is mounted by three 10mm bolts, 2 top, and 1 bottom. I un-did these, and the fuses are on the back!! Pink, 30 amp square fuse. Took me an hour to find!
