If you don't have power to your heater or ac fan, it could be a fuse or a relay. You should check your owner's manual to determine which fuse or relay affects your fan.

No it wont. The heater core is just a small radiator inside the cabin that when the fan is turned on heats the air. A bad heater core will cause you to have no heat inside or will leak coolant on the carpet.

There might be a separate fuse for the fan and the windows, located in the fusebox inside the car.
You may have a slipping fan belt or, more likely, an oil leak into the heater core.

Depends on what heater you're talking about. The regular heater uses excess heat from the engine, heat that would otherwise had been removed by the radiator. And then some electricity to power a fan to spread that heat through the car. But some cars (particularly diesels) do have extra heaters, that do run on fuel. And some electricity to pump the coolant around, to power a fan, fuel pump and ignition system for the heater.
