There is a problem with the ABS, (Anti-Lock Brake System). ==new answer== You will probably have to replace the ABS module as it is not proportioning the brake fluid properly and causing uneven braking between the front and back brakes. I would not wait to long to repair.
Check your brake fluid level in your brake master cylinder in the engine compartment and see if it is down.
Try checking the bulb, the brake light bulb may be blown.
The emergency brake is partially depressed, even though the brake light is not on. release with handle and pull up on the brake pedal.

Yes the emergency brake cables can freeze up but will not cause a problem until it is applied.
I would suspect low fluid level. If the fluid level is ok, then have the brake system inspected.
The good news is the brake lights still appear to work even when this warning is displayed. Does anyone know if the brake lights are at risk of not coming on when you hit the brakes?

air coming out of the brake lines... that is if its a truck. if you aply the parking brake.
Its because you are low on brake fluid which means you have a leak or that your brakes are worn down and need to be changed soon.
My guess is the emergency brake is stuck.
More clearly detailed please. And I would love to know how you determined it to be the "anti lock brake light" making the sound even with the car off??
