Most likely the problem is a bad clock spring in the steering column. the clock spring makes the electrical connection for those devices and allows connection while the wheel is turning. Some models of Caravan have a recall out for the clock spring. Call your dealer and ask about it. It could be that wires have to be replaced in the steering wheel. Another Answer - My story: I had the same thing happen in my 1998 Gr. Caravan. Initally the horn stopped working, then shortly thereafter the cruise failed. The dealer was no help and they wanted $200 for starters to go into the strreing column to look for broken wires - this was after they charged $90 to tell me the clockspring was fine. Two months later, I found out about the clockspring recall in Consumer Reports - shortly after that the airbag light went on. When I returned to the dealer, they were very happy to repair the problem for free! It was the clockspring after all. The problems have not recurred.

I have been doing a little research here, and my cruise control quits working when the airbag light goes on and stays lit. I just went to the dodge.com site and checked for recall information under the owner services tab. Turns out the previous owner never had the recall items repaired. It could be a problem with the control, but I am feeling more like it is clockspring related.
Usually the horn and cruise control go together because of the clock spring. It needs to be replaced and there is a recall for it.
I believe it is under the hood. On the drivers side, you have to remove two screws to access the fuses.
