Whats wrong with it?
it can be many things. Have the ECU scanned with an OBD2 scan tool and this will retrieve the code set by the ECU. This code will tell you what is being effected and help you to determine what is wrong.
We need to know what is wrong with the heater before it can be fixed.
did you check the heater core because my truck did that and that was what was wrong

The relay is bad.
Give us more info like the year, make and more detail as to what the heater is not doing.
High winds, pilot generator. Is the heater located next to a wall? Is the heater door closed? Does the heater have a draft hood or what they call a stackless heater? Ken
nothing wrong, it just stays on to help cool the radiator down.
