(b) The earth is much more massive that the moon and so would exert a greater force on the ship than the moon ever could. So the earth would exert more gravitational pull than the earth. (c) The earth is nearer to the ship (just the depth of the sea away!) than the moon (over 240,000 miles away!) and so the earth would exert a larger gravitational pull. So the earth wins on both counts!
