Scientists have grown healthy and very edible plants in lunar soil here on earth. The problem with growing plants on the moon isn't the soil, it's the lack of water. With water, soil, and sunlight, any plant will grow anywhere in the universe.
Agriculture on the Moon (or on Mars) is possible, but would be quite difficult/expensive.
Biologic activity has existed on Earth for ~ 2.3 billion years. As a result a substantial part of Earth's surface is covered by Biology-produced soil; put seeds in it and they will grow.
No biologic history on the Moon, and in consequence no soil. Chemical elements required for plant growth (chiefly hydrogen in the form of water, nitrogen, sulfur, and phosphorus) are only present in the lunar regolith in very small amounts.
