On the instruction sheet, it says to push the bottom left button "B" for Time. What it fails to mention is that before you get to "Time" setting, first you will have to cycle through days, then Alarm. THEN you will get to the "Time" setting part. Then you must push "D" (the top right button) to reset the seconds.
When done, you must push "A" (top left button) to go to Minutes.
To change the Minutes press "D" (top right), then press "A" again to go onto Hour.
Press "D" as often as needed to change the hours (you may go through a choice of 12 or 24 hour clock). Be sure to keep an eye on the left of the screen to see if AM or PM is selected. Then press "A" again to go to Day of Week.
