Though it pains me to admit it, the American definition of a billion - ie; one thousand million or 1,000,000,000 - is considered to be the 'correct' definition, as the British definition - ie; one million million or 1,000,000,000,000 - is not in line with our ten-based counting system.
As such, scientists tend to favour the American definition, and it can be assumed that whenever you read the word billion in a scientific or technical text, it refers to that one.
