There were a series of probes that did that. It was called the "Ranger" program. If memory serves, Ranger 7 gave the best data. This was back in the early days of the space program, and the Rangers did not have any equipment or capacity to land on the moon. They were launched from Florida like a simple missile and pointed towards the moon. They had a black and white television camera and some other electronics on board, and that's about it. They kept transmitting up until the very last moment before they impacted into the moon's surface, like an arrow hitting a bull's-eye.
The money for HST came from NASA's budget and from the European Space Agency (ESA). The ESA provided funding for a guarantee of 15% observation time for its own scientists.
Liquid waste (urine) was collected in a Urine Collection Device, used in common by the crew of an Apollo spacecraft. Roll-on cuffs provided personal sanitary protection for the astronauts using the collection device. The urine was then transferred through the Urine Transfer Tube to a tank, from which the liquid waste was vented into space. Fecal matter was sealed in a Fecal Bag with a liquid germicide and sealed again in an outer bag. This solid waste was then placed into a Sanitation Box built into the spacecraft.
