"Sidereal" time is based on the stars. The Earth actually turns 360 degrees in 23 hours, 56 minutes and a few seconds. So why do we say that a "day" is 24 hours? Because in the 23 hours and 56 minutes that it takes the Earth to rotate once, the Earth has moved in its orbit so far that it takes another 4 minutes for the Earth to turn enough to point to the Sun again.

The constellations stay in the same place in the sky, but every day the Earth moves while the tilt stays the same, leaving it to appear that the constellations have moved.
