These fine radial streaks are simply refered to as rays. They are formed from the ejecta from the explosion, from the Moon being hit at high speed. You may see Related Links for more information on crater rays.
They are called "rays" and were created by ejecta (material thrown out of the crater by the meteor impact).

Meteors, comets, and asteroids can hit the Moon with the force of many atomic bombs, causing debris to splash out of the craters and form gray streaks called rays.
Craters on the moon are not volcanic, they are impact craters.
The large indentation on the surface of the moon areÊcalled craters. It is a circular depression in the surface of the moon and other solid body in the solar system.Ê

The moon is a sphere about one- seventh of the earth's size. It has dark spots and bright spots and craters.

The craters on the Moon are considered to be impact craters, caused by meteoroids striking the Moon.
There are 375 craters in the moon.....

The moon's craters are impact craters, formed by collisions of interplanetary debris (asteroids, comets, etc.) with the surface of the moon.
