I do take its meaning as a notable, significant and meaningful atmosphere as for example the moon 'Titan' has a 'substantial atmosphere' and the reason for this is due to its atmosphere which is very similar to Earth's mainly due to its Nitrogen content. Therefore any planet or moon that has a 'substantial atmosphere' has a notable atmosphere due to its similarities to Earth's.
