If you have a theory to publish, it must first go through peer review. Peer reviews are people who are facile in the subject, and are able to appreciate what you have done.

If they think you have a theory to publish, they will suggest/invite you to have it poublished in a 'learned journal' of a Learned Socity.

The Learned Society will publish if their own reviewers think it is a valid thoery.

Once published, the theory is then open to world wide access. Where other people may accept or question the theory .

As a general rule the reviewers are University Professors, who will review independently, and/or work for the Leanred Socity .
