The Troposphere
Most water is in the troposphere, the lowest level of the atmosphere. This is the layer that contains most clouds, and almost all of our weather. Trace amounts of water vapor, often in the form of ice crystals, exists in the second layer, the stratosphere. If you have ever seen a "sun dog" or a "ring around the Sun", these are caused by ice crystals in the stratosphere.

Troposphere. This is the lowest section of the earths atmosphere that contains 75% of the earths atmosphere by mass and 99% of the earths water vapour. This section of the atmosphere starts at the surface and extends 7-20km up, the thickness depending largely on where you are in the world.
The stratosphere contains almost no water vapor.

Dust, water vapor etc are in troposphere. It is the closest layer.
They are found in the troposphere. This is because both water vapor and carbon dioxide are cycled through the atmosphere and the earth. Therefore, their atmospheric components come directly from the earth/ocean which means they will be found in the layer of atmosphere closest to the ground.

Consuming oxygen that took months to diffuse to that level, adding water vapor to the atmosphere (water vapor depletes ozone), and heating the atmosphere a little bit, which lets more water vapor cross over into the ozone layer.
