the planet that it composed of ice frozen gases and rock is Pluto and Neptune. Because it is farthest away to the sun.So its like a heater but your to far from the heater and the heat is not coming to you and that why.

There's no such planet. Unless you're counting Mars, which is almost entirely rocky materials with a tiny amount of frozen gases such as carbon dioxide at the poles.
