Weeping angels are fictitious creatures from the fantasy series "Doctor Who". According to this story, they send people to the past, and feed on the energy that is liberated in the process. In one of the episodes they actually kill their victims, but that's not common for a weeping angel. Also, the weeping angels don't move while somebody looks at them - as long as somebody looks at them, they look like an unmovable statue.
