no they don't, but with the internet, it uses wifi, so you have to pay to use internet anywhere where you haven't set up wifi, or something like that...

As long as you are in a place with Wi-Fi you can get on the internet for free. So, yeah. There is not a bill

Unless you struck a deal with the place you bought it from to make monthly payments instead of paying off the iPod all at once, no, it does not have a monthly bill.
