Not that I know of (and I have all versions of Windows Movie Maker). In any case, the muzzle flash you are referring to sounds like an Effect to me. Try using a keyword search for: flash effects for windows movie maker. I am sure you will come up with several results to choose from.
If you are using Windows Live Movie Maker there is no Slow Down effect available.Only Windows Movie Maker v2.6 has this effect. You have to have the Split Screen effect downloaded and installed on your computer (in the Movie Maker folder). Rehanfx provides instructions on how to get the Split Screen effect to work. I can download the installer and effect(s) alright, but can't get them to work in Movie Maker. But, that is with the Vista OS. The easiest way to create a video in Windows Movie Maker is by using the Auto Movie feature.Just import all of the media you wish to use in the project and click the Auto Movie button. You can probably create your own effects for Windows Movie Maker using XML. But, it is much easier to just download the effects you want instead. There are literally thousands of effects available for free online.
