There is small possibility of making iPod work again.
One of my friend's iPod was water damaged. She attempted to turn it on and got it completely broken.
You can try to leave it OFF for few days (If you attempt to turn it on, it WILL damage itself) and...
place it around the warm place to get the water out of the iPod (Not in the oven or extreme temperature, but maybe on the heater lower than storage temperature(113°F (45°C))),
One thing you should worry about is Battery. Leaving it along without turning on for a month will get the battery not working properly.

That depends on many different circumstances. Apple does not fix your iPod Touch for free if it is not under warranty (the standard one year warranty you get when you buy it). Some Apple stores have you pay a price to fix it (depending on damage), and others will tell you they cannot fix it and you'll have to buy a new one.
