well first you have to have an iPod touch 4th generation. Then follow these steps;
1. Go to settings.
2. scroll down to wallpaper.
3. Click on the first thing that pops up.
4. Choose what you want to be your wallpaper.
If you want to put an onscreen wallpaper.(It appears behind your apps)
1. Go to camara
2. Camara roll
3. Choose the photo
4. Tap the photo.
5. Click on put as background.

You would have to jailbreak you I-pod, then download Cydia.
Add a background image to the iPod Touch via the Photos tab while the iPod is connected to iTunes. You can then select the image in the iPod's settings and set as wallpaper. (See links below)
