You select your picture you want to use from photos and then you press the little button with a square and arrow in the bottom left hand corner, then select use as wallpaper.
Go to your photos, touch the photo you want, and touch the icon at the bottom far left(looks like a square with an arrow going out of it), then select use as wallpaper, and TADA!! Hope this helps!! :)
