There is a bit of information missing here. If your problem is that your new iPod will not accept songs, but only when your sister is able to drag the songs on there, then it is that you are not importing the songs onto your iPod right.

Yes. There is an app called iTunes on your iPod/ IPhone that you can buy songs on. Just enter in your iTunes account name (the one your iPod is synced with) and then you can download songs just like on your computer... but way quicker. Btw... the app iTunes comes with your iPod touch when you first buy it.
Because the iPod remembers what computer you Sync with, syncing with another computer will erase everything and add all the songs. If you buy a song on your iPod Touch or iPhone, you can move it to your computer, but only the one that you Synced with last. Syncing with a different computer will delete everything off the iPod.
