There is no mature content whatsoever in The Lightning Thief, and it doesn't necessarily have a set age. I would recommend for a child of around 9 or 10 to read it, as Percy in the first book is only in grade 6.

Rick Riordan grew up as an only child, so no he does not have siblings.
There is no publicly known connection between Rick Riordan, author of the Percy Jackson series, and Timothy and Michael Riordan of Riordan mansion State Park in Arizona. The Riordan name is not uncommon, so any familial relationship between them would need to be confirmed through official channels or by the individuals themselves.
Certain things such as a mother being a thief should be kept from the child if they are under the age of 12 because to that child that thief is simply their mother! A better way to approach it is not to say anything and if the mother has to serve time for stealing tell the child the mother had to go away for a rest, but will be back home. If the child is over 12 then you may not have any recourse but to tell them for fear others may know about it and that child hears it from someone else. In this case be kind about it and don't use the word 'thief.' Just tell them that 'your mom has a problem right now and she takes things that don't belong to her and she is getting help for it and will be coming home.' It is important a child does not feel abandoned by their mother whether they are a thief or not.

You can explain lightning to a child by saying that it's like a big spark of electricity in the sky. When clouds rub together, they create static electricity, which builds up until it releases as a bright flash of light and a loud sound called thunder. It's nature's way of balancing out the electrical charges in the atmosphere.
