I would say the executive branch. The Secretary of the Treasury controls the US Treasury, and the S of T is a part of the executive branch since that is a cabinet post.

The plural of treasury is treasuries, and not treasurys. You may have seen treasury's, and didn't notice the apostrophe. Apostrophe s ['s] usually indicates possessive. In this case, it would mean "something held or owned by a treasury". "The nation possesses a lot of gold, but its treasury's art holdings are even more valuable." [Just to be sure it's clear-- in this sentence there is one treasury. It has some art holdings.]Actually, the Wall Street Journal has been spelling it treasurys when they refer to multiple bonds for years. I wrote them about it but they continue with the incorrect spelling.
