An Enthymeme would be very different. An enthymeme is pretty much a rhetorical (hence the word) question. Rather than telling the audience what to think, the speaker allows them to come to the obvious conclusion. Using the same situation above for this example, the speaker could say "do we want another 9/11 happening on the homeland." The clear answer is no and with the given audience in mind, the obvious conclusion should be to pass the security bill.
