In 1847, Karl Marx and Frederick Engels had met in Paris in 1844 and they shared the same ideas concerning various forms of socialism. In 1847 they joined the Communist League, which also called itself the League of the Just. The League was a small, secret group of revolutionaries that were mainly Germans in exile. In the more liberal Western Europe they could bring in trade union leaders and develop their own style of socialism.
