The situation in Germany had become intolerable for Jews by 1933. They were in constant fear for theri safety, and were having their businesses and other livelihoods taken away from them.
Otto Frank considered several places to relocate, and chose Holland, because Holland had stayed neutral in Word War I, and that neutrality had been respected. It was not respected by Hitler, of course.
