May be the switch There should be a button on the side of the switch (behind the dashboard) Push this button and knob/rod assembly should come out allowing you to remove bezel and switch Also replace connector when replacing switch--they have a tendency to overheat and not make good contact
pop the hood and unscrew the plastic caps that hold the bulbs and and replace with new bulbs

Those aren't headlights, they're considered running lights or parking lights. I believe that mercury calls this a Light Bar.

check relays under the hood Answer It could be the switch on the dashboard. Possibly a bad headlight switch or connector. I just had a `93 Sable that the headlights would turn off when the right indicator was selected, and come back on as soon as it turned off. The signal/wiper switch was in rough shape (washers didn't work and wipers only worked on high) so I changed it out. headlights still shut off on right turn signal. Pulled the dash and found the headlight switch over heating, and connector melted. Replaced connector and switch. SOLVED...
The 1999 Mercury Sable license plate light and the right side brake light are on the same fuse. If the fuse was bad neither brake light would work. The problem probably is burnt out lightbulbs.
get the bulb replaced in the light of the side that's blinks too fast
