might be a bad or loose wire on the headlight switch,or the switch itself may be going bad

try a test light on both sides of the fuse, tail and dash lights are on the same circuit

Check the instrument panel dimmer control on the left control arm (turn signal lever) of the steering wheel. If this is "dimmed" (turned clockwise) to a lower setting, you won't notice it until you turn on the lights and they will be very dim. SOLUTION: While the lights are "on", turn the control away from you (counter-clockwise) and the display illumination should brighten.
check the bulb again, are BOTH filaments good
if your illumination wire is bare and touching the radio it will short it out

Sounds like, though unlikely, you have 2 blown fuses. I don't know a lot about Dodges but I know on Chevy and Ford the instrument lights and brake lights are on 2 separate circuts but I would check the fuses first. If you pull the fuse and you are not sure if it's blown, just replace it as sometimes it is hard to see if the fuse has actually blown or not.
