25 miles per gallon for a car that is over 10 years old is not too bad. Depending on the engine and transmission your car has it was only rated for 22 to 31 miles per gallon in the city when it was new. As cars get older they lose the ability to burn fuel as efficiently as when they were new.
Lube, oil, & filter change, check and top off fluids, check air filter, & get a tire rotation. Pending on the mileage, it may need one of those mileage checks as well.

You don't check it anymore that you check an oil filter. You just replace it at a certain mileage. I replace mine every 50,000 miles. If the filter is built into the fuel tank they you never replace it as it is a permanent filter.

Check the transmission fluid first to make sure that its full. If the transmission is high mileage then it might need a filter and fluid change. If the Filter is ok then the transmission might need a rebuild.

What kind of tuneup are you looking at? Probably check your mileage and consult with the Scheduled Maintenace for said mileage in your Owner's Manual. Usually consist of oil change, check fluids (washer, brakes, power steering etc.) change air filter. If other issues arise then you probably have to do more or pay an arm and a leg for the stealership to do it for you.
The only ways to improve mileage are to check tire pressures, replace spark plugs, replace air filter, repair any causes for the check engine light to be on.....
Not too much to do. Change the spark plugs first, check or change the air filter, change the oil and filter, grease whatever joints that have the nipples, check or change the Ign. wires. Also the fuel filter. That's about it.
The fuel filter is mounted in the fuel pump module on top of the fuel tank. It is considered a lifetime filter and is only changed when the pump is replaced. If you are getting 5 mpg, you have a serious problem somewhere but it is not the fuel filter. Check all your exhaust system for a bent pipe. You may also have a clogged converter. Change you air filter, and clean the throttle body.
It's advisable to change the oil every six months, or one year absolute max. If you cover a high mileage, check the handbook to find the mileage change recommendation.
