The fuel filter is mounted in the fuel pump module on top of the fuel tank. It is considered a lifetime filter and is only changed when the pump is replaced. If you are getting 5 mpg, you have a serious problem somewhere but it is not the fuel filter. Check all your exhaust system for a bent pipe. You may also have a clogged converter. Change you air filter, and clean the throttle body.

I would replace the spark plugs after 50K, the wires and plugs again at 100K.

I have a 1993 S10 Blazer and I filled up yesterday with 338.2 miles on the last full tank it took 16.258 gallons for a mpg of 20.8, when I first got the blazer a couple of years ago the mileage was terrible, I changed the plugs to Bosch Platinum, changed the oxygen sensor, changed the oil and filter using Castrol Syntec 10 w 30 and changed the air filter. The major causes of my bad mileage was a bad air filter and Oxygen sensor. Did you change your fuel filter when you changed your fuel pump? I would also check for fouled spark plugs, dirty fuel injectors, and vacuum leaks.
