The part can be purchased on line at rockauto.com or at your local napa parts store. The part is essentially the hazard button located to the right of the steering column on the dash. There are several discussion threads on how to replace it.
Because the hazard/turn signal relay has failed. A defective/intermittent turn signal switch can also cause this symptom.
Check the flasher for the turn signals which is under the dash on the left side of the steering column . It is different from the emergency flasher.
The flasher is actually the hazard switch itself. If removed turn signals will not function. Just pop the old switch out and unplug it to replace if broken (if present and signal don't work).
My research to date finds that the turn signals and hazard signals are controlled by a common relay. That relay is behind the hazard relay switch. My 2002 Audi A6 has the same symptoms you describe, and I will be removing the hazard switch to get at the relay for replacement. Good luck.
Flasher is faulty.
Often, a separate flasher unit is used to activate the hazard flashers. This unit might be bad, or the switch to activate the hazard flashers might be bad. answer always there are 2 flashers.one for turn signals other for hazard replace hazard flasher They have separate fuses also.
If the turn signals are inoperative check the hazard switch, if the hazards don't work replace the hazard switch, the signals will start working. if the hazards are ok ,the turn signal switch may be bad.

The multi function switch is inside your steering column cover and the hazard button and the turn signal lever stick outside of the steering column cover ( so , turn signals , flash to pass , high beam headlights , windshield wipers - high / low / intermittent settings , windshield squirter button , hazard flashers ) I had mine replaced when 2 of the intermittent wiper positions did not work and I would have to push the windshield washer squirter button 3 times before I would get any washer fluid
