Panel lights on all vehicles are tied into the tail light wiring of the vehicle. That way if your panel lights go out you know that both tail lights are out. Check the bulbs of your cars tail lights and see if they are burned out.

This fuse is often on the same cicuit as the dash lights so that when the tail light fuse blows out the driver is made aware of it by not being able to see the dash lights. The fuse panel is on the left kick panel near the driver's left leg and is accessed by opening a small plastic cover.
