Yes unless you only have one lens per side then your low and high are together in each headlight having 2 bulbs each.

your bulbs are burnt out. when you switch on the high beams its only the high beams. but when you flash your brights it lights up both high and low beams.
As a guess both low beams are burnt out The daytime running and high beams are the same light filament. Or the fuse or the relay for the low beams.

The 2001 Subaru Forester has dual beam (both low and high beam are produced from the same bulb) so the low beams are in the exact same place as the high beams. Normally if your fogs are switched on and you're in low-beam mode, you should have fogs and low-beams. When you switch to high-beam, its just high-beams (fogs turn off normally). I have a 99 Grand Cherokee and the driving lights are turned on by pulling on the button located at the top of the head light switch on the left side of the column, Note that the driving lights will only work with the low beams and will turn off when you switch to high beams. If you search the net you can find a way to have the driving lights and high beams on at the same time, this usually involves modifying a relay under the hood.
