The only viable service I am aware of that offers this functionality is Google Desktop. In order to use it, you must first download and install the application. Once the application is installed, it will take some time to index your computer. Once that is done, you can search your PC in a similar manner to searching google. You can download Google Desktop at http://desktop.google.com/ Microsoft has a similar product called Windows Search, but I have not used it enough to decide if it is any good or not. Windows Search 4.0 is currently available, and can be installed via Windows Update.
