Yes and No. if you are looking just to test out the fans then yes, you can but be careful not to have it on there for too long or cross any wires because without a fuse you could blow the fans.
and no, because if you are hoping to just direct connect the fans to the battery and run it that way...well ill just tell you that's not a good idea unless you want the fans running every second for every day. i mean litterally 24/7 because without a fuse or switch or sensor there is no way for the fans to be switched on, or know when to be switched on or from being blown.
my suggestion personally is don't do it unless your just testing to see if they're working.
The battery is under the hood on the driver side in a Dodge Neon.
The starter, on your 1998 Dodge neon, is located near the bottom, back, left side of the engine. You can follow the battery cable from the battery to the starter.
Looking under the hood of your 2004 dodge neon, DIRECTLY let of the battery. remove the battery and move around some hoses and wiring to access. simple fix. this should also be the same for all 2004 neons. sniper3735
