yes they all have vtec but it all depends in the year like a 95 civic si hatch comes with a SOHC vtec (single over head cam) and like the 99-2000 have vtec to but they upgrade the cams to DOHC (dual over head cams) witch means its much better than a SOHC
No, generally speaking the only civics that rolled off the factory line with a VTEC under the hood where the Si trim cars. I can't say for sure but usually a VTEC has the VTEC name on the valve cover (top of the engine).
