no they don't leak unless you have a bad connection at the line. If you have any doubts about it being clogged just change it. they only cost a few dollars and almost always make your car run a little better!
You can have a vacuum leak on any hose on the vehicle but not on a fuel filter.
They are not designed to leak. This filter may need tightened or replaced.

yes, often enough fuel filters get clogged with debris and other things from your gas tank. They do need to be changed.
