it has a weight lock on it to adjust the poundage you must unscrew the lock then tighten with the desired alan wrench
you need to get an Allen wrench and tighten the c-bolts to the q- sockets

If it's like my '92 Cheyenne, then yeah. You need to pop off the housing covering the point where the mirror arm attaches to the truck. Look for a bolt; mine required a hex-wrench (allen wrench). Tighten as needed.

The type wrench you will need depends on how much room you have. Oil the gasket & Put the new filter back on and only tighten it 3/4 turn after the filter makes contact with the mounting surface. By doing this you will not need a filter wrench when removing the filter next time. 3/4 turn is plenty tight and any more is too much.Just unscrew the filter. Possibly loose belts slipping on the rotating pulleys. Need tightening which isn't a complicated job but need to be careful not to over tighten which could cause damage to the pulleys and the belts could break if old.
Most newer Tacoma have a belt tensioner and it should be tight all the time, if its not you may need to replace the tensioner.
Under normal circumstances it will not loosen. You use a torque wrench to tighten it to specifications.
