There is a low pressure fuel pump in each fuel tank. The low pressure pump feeds the inline high pressure pump. Newer models , I believe 1990 and up, changed to the high pressure in tank fuel pump and eliminated the in line pump.
There could be two pumps on your Crown Vic. Some models used a single, "In-Tank High Pressure" pump, while others used a "Low Pressure Pump Located In The Tank" and a "High Pressure Pump Located On the Frame." The single pump, "In Tank" is most likely to be the one you have. On the Other models the "High Pressure" pump on the frame, it is located by the fuel filter; passengers side, in front of rear tire. But be warned, if you have the two pump configuration, do NOT just replace the "High Pressure" on the frame because it's "Easier." If the "Low Pressure" pump in the tank is bad, then you will burn up a brand new "High Pressure" pump in a matter of minutes.

If it is a 2.7 L diesel, the first is in the fuel tank, the low and high pressure pumps are at the front of the engine high up, the high pressure pump feeds the common rail. The filter is to the rear of the near side of the engine easily visable and is between the pump in the tank and the low pressure pump in the fuel circuit. fuel pressure is very high so take great care.
