if there is uneven wear on the rotors, the new pads will take time to wear into the grooves on the rotors. rotors in poor condition will reduce the efficiency of your brakes, and promote wear of the pads, you will end up changing them more often. Most brake shops can turn rotors back to being smooth and true.
Bad rotors
No, you cannot flip rotors to extend their lifespan. Rotors are designed to wear down evenly on both sides, so flipping them would not be effective in prolonging their lifespan. It is recommended to replace rotors when they are worn out.

As long as your rotors are not warped, or you have not let the brake pads wear to the point they defaced the rotors, there is no need to change them. Just install new brake pads. Rotors can last the life of the car.
