Check that battery volts are at least 11.8, and terminals are tight. Check for same voltage at starter when key is turned. - If no volts at the starter, the solenoid is faulty. If there is a charge at the starter and it does nothing then it, or it's ground are faulty.
Standing in the front of engine it will turn clockwise.
You need to prime a diesel.... Try to fill the filter with fuel if possible... There should also be a prime pump somewhere on the fuel system to get the fuel to the engine.

on a 350 engine to adjust valves tighten them down with engine running then back them off until it smooths out probably about a quarter of a turn
A seized engine is usually very obvious. The starter cannot turn the engine at all. Of course, you do need to first eliminate the possibility that the starter motor has failed and the engine is undamaged. The main resistance to the starter motor is compression, so you should remove all spark plugs, so there can be no compression, and the engine will normally then turn over very easily. If it still does not turn over using the starter then it is probably seized.
does it start without the choke? if it does you are probably flooding the engine with the choke readjust it
Bore it .030 over. A 350 has a 4 inch bore. When you go .030 over, the cid., becomes 355.
