Most small diameter tires are mounted on wheels that have a inner and outer halves that are bolted together. Disassemble the 2 halves by taking the bolts off. removing the half from the tire that doesn't have the valve stem first. The tire might be stuck on the rim but some gentle persuation should make it come off. A little soapy water might help. Remove the second half working the tube out of the stem hole in the wheel.
Clean the rust and dirt off of the surface that the tube rests against with a wire brush and sandpaper. paint it if necessary with some rust resistant paint. allow to dry thoroughly. Inspect the inside of the tire for object that caused the puncture. Repair or replace the tube. Reassemble in reverse order making sure you don't pinch the tube between the 2 halves of the wheel. You could reuse the bolts but I suggest replacing them with new for the low cost. inflate to suggested pressure and remount to the mower.
