The steering column in a Buick Century covers the steering shaft and houses the turn signal switch. Some Century cars have a tilt column as well.
The shift lock solenoid is located on top of the steering column. You will need to remove the steering column covers, lower dash trim, and the heater duct. Remove the steering column bolts and lower the steering column to access the shift lock solenoid.

If this is for the 1995-1997 Lincoln Continental, the turn signal switch can be removed off the steering column by removing the plastic cover on the column which is two pieces. Once the plastic covers are removed, then remove the turn signal lever by removing 2 torx screw located on the stalk base that connects to the steering column. The lever will remove towards the left and you can unplug the 2 wiring harness's that are plugged into the stalk base. You can bypass the column adjuster and remove to the left side of column.
remove three Phillips screws under plastic clam shell around steering column. Shift to low to remove both upper and lower plastic covers. unplug two gray wire connectors, remove two smaller green wire connectors. file a slot in the two faceless screws holding the ignition onto column.

It's in the steering colum. Remove the two screws that hold the plastic covers on the steering colum. Take off the plastic covers. The relay is on the right side of steering wheel by the turn signal lever. Sqaure black relay, pull it out and plug the new one in. Replace plastic colum covers. Done.
The Turn Signal Flasher Module is located inside the Steering Column. Make sure you Disconnect the Battery as Airbag is right there on Steering Wheel! You can take off the Steering Column Covers by removing the 3 Screws from the Lower Steering Column Cover and then separating the Lower and Upper Covers, setting them off to the side. The Flasher Module is on top of the Steering Column behind the Mult Function Switch. To remove the Flasher Module, you have to Disconnect the Electrical Connector and Remove the Flasher Module from its Mounting Bracket.
