Assuming this a Ford Smax you are talking about - I struggled for a while - until it became clear. Here is my posting from the fordownersclub.com.
Replacing the lower brake light bulb on a Ford Smax is far easier than on first inspection. As the owners manual states both panel covers beside the brake light need to be removed but what the manual doesn't tell you is that a grey plastic foam panel behind the larger panel must also be removed (careful as it is easy to tare). This comes out easily as there no clips etc holding it in. Now two white plastic wing nuts should be visible both behind the small panel. The first wing nut is accessed via the small panel opening, and the second wing nut is accessed via the much large opening once the large plastic foam panel is removed. The wing nuts once unscrewed come away (i.e. do not stay in place) so be careful you don't lose them into the interior of the wing. The whole lamp must now be removed. This is very easily achieved by gently pushing on the wing nut screws you have just exposed. Once the lamp unit is free on the exterior, the short electric cable to it, needs to be disconnected by pressing on the top release. To expose the bulbs, the single screw on the bulb holder needs to be removed. The brake bulb is a 380 12V 21/5W. Price €3.70 for a pair in Halfords. Take care not to touch the bulb when inserting. Follow these instructions in reverse order to replace the unit.

Normally you need to remove the tailight housing to gain access. Usually there are screws that can be accessed from the outside. Once you do this you may need to turn the "bulb holder" while pushing in. This should release the bulb holder from the tailight housing. Then you may need to do the same thing to get the bulb out and replaced. Then reverse the process for installation.
If you want to change the central brake light the user manual says use a screwdriver to release the clips, this is incorrect. Having just changed the bulb on my wife's S-Max I can advise that the stainless steel clips need to be pinched together using your fingers and the whole lens assembly including the clips pushes out through the body of tailgate. You will need a new central mounted brake light bulb for your vehicle. Changing it is very easy. You just need to pull the old one out and push the new one in.

the high level stop light is a bulb and not an LED. To remove the light to access the bulb you first need to remove the top interior tailgate trim. Once this is off you can then see the two holes to access the retainers for the lamp. These retainers are spring loaded to release them you need to push them towards the center of the lamp, there are four in total, the best tool to release them is a long thin flat bladed screwdriver which you can use as a lever to push the retainer in. Once the lamp is out you can replace the blown bulb. The bulb is a large cap-less 21W bulb
A problem has been detected with the Anti-lock Brake System
The total bulb wattage refers to the maximum wattage for each bulb, not the combined wattage for all three bulbs. Therefore, when the sign specifies a maximum of 60 watts for each bulb, you should not exceed 60 watts for any single bulb used in the fixture.

A normal light bulb can take up to 20-30 kilowatts so it all depends on what type of light bulb. My light bulb can take 15 kilowatts max and will blow out in an hour straight. So if your using some different type of light bulb like an Eco friendly one, look at the package to see for details or talk to your local electrician.
I had this problem on my '92 SE twice. First time the parking brake cable was sticking. The second time the brake fluid was low. There is a reservoir on the driver's side firewall. Fill to the max mark with DOT # 3 brake fluid.

The light bulb should still have the same limit - 100 watts, because the limit is set practically by how much heat they produce. You need to make sure the wiring in the chandelier is correctly insulated for the higher voltage.
You may be low of brake fluid, or your brakes pads may be worn out. Inspect the system. if your taillights stay on after you turn car off, check your brake pedal light switch or the rubber grommet on the pedal that contacts the switch. if your dash "brake" light stays on while car is on check fluid level. if level is good check the brake fluid level sensor/switch. if there are no leaks and oil level is low, pads are more than likely about to be at their minimum wear thickness. dont just add fluid to turn light off, instead replace worn out pads. Another possible sensor malfunction would be the parking brake sensor which is mounted somewhere next to parking brake(a.k.a. emergency or hand brake). 2003 accord has internal non-servicable float with external sensor so if fluid is at max and pads are good and e-brake switch is good etc., change master cylinder reservoir.
