You will need two people in order to do this task. One will pump the brake pedal 2 or 3 times then apply pressure on the brake pedal. The other person will open the bleeder which is covered by a rubber cap and is located on the brake caliper. The pedal will go to the floor, make sure the person keeps holding it down. This will cause fluid and possibly air bubbles to come out of the bleeder. Keep the pedal held down until the bleeder is fully closed or air is gone comme back in the system. Repeat a couple times or until there is only clean fluid comming out of the bleeder and no bubbles. The same thing needs to be done to each wheel starting furthest from the brake cylinder and working your way closer (PR, DR, PF, DF). And don't forget to fill keep filling up the master cylinder every couple flushes. If it empties it'll let into the system and the process needs to be restarted.
Remove the tire and wheel from your 1993 Chevy Lumina. Remove the brake assembly spring and the brake caliper. The brake assembly will come off. Tap on the rotor with a hammer or mallet. The rotor will slide off. Reverse the process to change the new rotor and brakes.

One reason a 1993 Chevy Lumina may turn over but not start could be the battery. It may also be the spark plugs.
