You don't change it. It is a permanent filter in the fuel tank.
You do not need to change the fuel filter at all unless the pump fails. Then you change it. And yes, you must drop the tank.

If you have an access plate you should not hae to remove fuel tank. Most vehicles do not have an access plate

You need 2 wrenches, I believe 5/8 and 16mm; grab the filter with one and turn the nut with the other. Put on the other side and repeat. Should come right out.

As I understand it, the Tundra does not have a replaceable fuel filter. There is a filter hidden in the fuel line inside of the frame, but it is not meant to be changed. Call you local Toyota dealer to verify this. Actually, I just took my 04 Tundra in for the recall ball joint replacements and the mechanic recommended I change the fuel filter. After following the fuel line from the gas tank, the filter appears to be alongside the frame below the driver's door (under the vehicle). It appears fairly simple to change. Good luck! Fellas, there is a fuel filter in every car....No such thing as no fuel filter...Go to book store or auto store and read the Haynes or equivalent and it will show you....You don't even have to buy the book, just read it while your in there. Good luck! From what I read...in the 2005 and 2006 Tundras (1st generation still) they put the fuel filter in the fuel tank! Why? I don't know.
70,000 is standard on timing belts. Change the water pump at the same time because they die at the same mileage.
